Mr. Shelfer began working with DJJ on April 1, 1998, as part of the team that opened the Metro RYDC. He was a social studies teacher and then became the school counselor at Metro RYDC for 14 years. In 2012, he moved to Central Office as the Director of CTAE. He later became the Director of Student Support Services before being promoted to Assistant Deputy Superintendent in 2017. As Assistant Deputy Superintendent, he was responsible for oversight of the School Counseling program, Adult Education (GED) program, Connections Graduate program, Infinite Campus, records management, and the Career, Technical, Agricultural Education (CTAE) program.

Mr. Shelfer has a Bachelor of Science in Education from the University of Georgia, a Master of Education in Counseling and Guidance from Valdosta State University, and a Specialist in Education from Georgia State University. He also completed the Leadership program at Georgia State University.

Mr. Shelfer is a National Certified Counselor (NCC), a National Certified School Counselor (NCSC), a Certified Professional Counselor Supervisor (CPCS), and a Licensed Professional Counselor (LPC). He is also a member of the Licensed Professional Counselors Association of Georgia.
