Before his employment with Georgia DJJ, he served six years as a Budget Analyst Supervisor at the Georgia Department of Human Services. Mr. Carter-Williams earned his Bachelor of Science in accounting from Southern University and Agricultural & Mechanical College in Baton Rouge, Louisiana.
