Before joining DJJ, Mr. Perry served as the Deputy County Administrator and Human Resources Director for the Douglas County Board of Commissioners and as the Human Resources Director for the City of Douglasville. Frederick also served as an Adjunct Online Professor for DeVry University’s Keller Graduate School of Management, facilitating organizational benefits and compensation courses.

Mr. Perry holds a Master of Public Administration Degree with a concentration in Human Resource Management and Policy Studies from Georgia State University’s Andrew Young School of Policy Studies and a Bachelor of Arts in Mass Communications from Clark Atlanta University. Additionally, Mr. Perry earned professional licensure from the Society of Human Resource Management (SPHR), the Georgia Local Government Personnel Association (Advanced Certification in HR Management), the Carl Vinson Institute of Government (Certified Public Manager), and the International City / County Manager’s Association (Credentialed Manager Candidate).
